We run a strict formatter as part of our CI which lead to test failures if keys order/indentation is not as expected.
We should also clarify the Readme more.
I think it could be actually a script a la interactive useradd that performs the change itself. I would also appreciate if someone could make this a simple web app.

Can travis or something do this on PR's automatically? I'd think an auto-comment saying "nope you didn't follow instructions" would do the trick? ;)

I have an alternative suggestion: use a GitHub issue form and have an action automatically create a pull request from that issue.
