This PR updates TS to 4.1, which is needed to use the new react jsx transform (along with other new features).
Not going with 4.2 since Angular only supports it in pre-releases as of now (https://github.com/angular/angular/blob/master/CHANGELOG.md).
Also updates eslint plugins to latest so we don't get warnings about 4.1 not being supported.
