The current documentation leads to confusion. The command nvm install will respect .nvmrc, install the correct version, and automatically switch to it. This is not properly communicated to the end user. The github discussion below is an example.

I added what nvm install will do in the presence of an .nvmrc file, to clear up future confessions.
