Are you on a ARM mac ? (Sometimes the cross toolchain may get confused) If not then it rather looks like an issue for https://github.com/ocaml/dune

Not an ARM Mac. It's an old MacBook Pro (early 2011), with an Intel Core i5 CPU. The highest version that can be installed on this Mac is macOS High Sierra 10.13.6.

Later, I tried to install other versions of Dune and found that Dune 3.19.0 could be installed, but newer versions would fail (with the same error: instruction requires: AVX - 512 ISA AVX - 512 VL ISA).

Well you should file that with the dune people. Also when you get build errors the right repo to report to is https://github.com/ocaml/opam-repository. This issue tracker is for issues with the opam tool itself.
