Feature request: Extremely Fast Hoeffding Adaptive Tree #1718

It would be great to see this model implemented:

Authors merge Hoeffding Adaptive Tree with Extremely Fast Decision Tree to gain advantage in fast learning (from EFDT with its less strict bounds when splitting leaves) while having mechanisms from HAT to deal with relearning and concept drift.
