Bump OpenTelemetry to 1.5.0

Changes

Bumps OpenTelemetry API/SDK for most packages.
Exceptions, should be handled separately:

• OpenTelemetry.Exporter.Geneva - relays on exemplars which is temporary unavailable
• OpenTelemetry.Exporter.OneCollector - tests relays on private/internals fields which are no longer available in 1.5.0
• OpenTelemetry.Extensions - using obsolete API + failing tests after upgrade, reason: [sdk.logging] More consistent handling of StateValues/Attributes opentelemetry-dotnet#4334
