Description

Made minor fixes to the MNIST dataset download by customizing the MD5 check handling

How Has This Been Tested?

E2E tests should run successfully on the FIPS cluster

Merge criteria:

  • The commits are squashed in a cohesive manner and have meaningful messages.
  • Testing instructions have been added in the PR body (for PRs involving changes that are not immediately obvious).
  • The developer has manually tested the changes and verified that the changes work

I am wondering if we should update the version of torchvision to 0.19.0 as you did in the related codeflare-sdk pr, what do you think?

Successfully ran TestMnistRayTuneHpoCpu and TestMnistRayCpu on a fips enabled cluster.
