Retrieve .kubeconfig files #13

Is your feature request related to a problem or unsupported use case? Please describe.
When Terraform is applied to create a cluster, a local .kubeconfig-{environment} file is created containing the k8s configuration:

When several developpers work on the project, only the developper who ran Terraform to create the cluster has these files. It seems that new developpers get an error whatever the Terraform command they play.

Describe the solution you'd like
I don't have the solution but several possibilities should be investigated:

• do we really need this file locally? Is it safe and was it a good idea in retrospect?
• if yes, is there a way in terraform to retrieve this file after the first apply is run
• if no, automate retrieving the file directly from the Scaleway API?
