Move Onboarding Issues & Board To Separate Repo

I heard feedback (including from Robin), that the long list of onboarding issues in the CPC repository makes finding other important issues, such as elections more difficult. This issue would create a new repo and move all the issues over. We would want to preserve the project board and that approach.

There was such a repository already, which we had decided to move out of. However, as we moved out of that original repo, we simultaneously turned the single issue checklist per onboarding project to opening one issue per task item. Is that really necessary?

@tobie In my opinion yes. One of the problems with past onboarding was that it was difficult to see/assign/comment/collaborate on items because they solely existed in checklist. I do think this is one of the reasons so many of the previous projects have items that were never completed. We've done a few using this new system / project board and it is vastly improved.

FWIW, that's not why these previous issues weren't completed. They weren't completed because:

1. These projects had been part of the JS Foundation for years and were suddenly asked to complete a new checklist when the JS and Node foundations merged.
2. There was no one on staff charged to catch up that backlog of open issues.

IMHO, the system that worked the best was when there was just one issue with the checklist in the CPC repo, and onboarding projects opened issues in their governance repository if they needed to sync on stuff. Kind of what you're ending up doing with lit, but with a checklist in the CPC repo for better accountability.
