NO-ISSUE: balance Standard Suites duration

Move tls-configuration RF Test Suite from standard2 to standard1 suite to reduce standard2time duration.
Previous to this, standard2 takes about 25 mins and standard1 about 15 mins.
After this change, both standard2 and standard1 should take about 20 mins.
