This PR downloads input data necessary to run the clinical_report downstream without configuration changes
For the time being, it downloads all files from
gs://ot-team/irene/clinical_mining/2026-03-02/input/clinical_reportmaintaining the folders structureMissing: for PIS to be able to pull data from a database directly
