Make it optional whether to enable/disable the Google API

I get this error when destroying a cluster, b/c I don't really want to disable the compute API since e.g. Amit is using it for his test. I suggest we make it optional via an env var.

Oh this is on me, I vaguely remember enabling a configuration that forces the APIs to be disabled when the resources using it are destroyed. I will make that optional. Thanks for catching that!

Now, on retrospect, it makes sense that API extensions will be shareable resources of the project, but when I first saw that, for some reason, I considered it would be restrictive in how it would be used...
