This is a test commit to verify that: - Third-party-check pipeline triggers correctly - GitHub status checks are reported properly - Linter jobs run successfully After recent configuration fixes to remove prod config references from preprod branch.

- Added Vault secret at secret/zuul/logs/otc_technical_user - Updated clouds.yaml to reference log_writer credentials - Separate user for log uploads with OBS OperateAccess policy - Related to PR #1523
