[NEW] rancher2_cluster for opentelekomcloud #7
Description
Add opentelekomcloud configuration in cloud_provider which used by rancher2_cluster, which stored in rancher2/schema_cluster_rke_config_cloud_provider.go.
Look at existing configuration like Openstack.
