Populate the CI/CD overview tab

Additional context

Currently the CI/CD tab is displaying mock data, hook it up to the GH Actions and ArgoCD to aggregate status from those.

Acceptance Criteria

• The card reflects current CI/CD status as an aggregated result (can be a pie chart where half represents CD the other represents CI)
