[ClickHouse] Generate the configuration files instead of hardcoding them

In the spirit of urgency, #3494 populates the ClickHouse and Keeper configuration files via shell scripts.

This is definitely not what we want in the long term. Ideally, we will have a service that generates these files, which can be properly tested.
