I never was able to get the build working in the docker image. I had to build it locally with the xelatex engine.

There's also been some upstream improvements to Sphinx's LaTeX building that we should investigate (I think latex_forced can be replaced with the latexpdf target, which uses a script to do things like multiple builds correctly).
