Closes #12601.

(Note that the lockfiles aren't actually used yet. That will happen soon when we change the default. In the meantime, this sets up the test infrastructure.)

I'll make a note about adding ./pants tailor in a "check" mode sometime soon, but would be good to manually check that it doesn't find any orphaned files after this change.

I'll make a note about adding ./pants tailor in a "check" mode sometime soon, but would be good to manual check that it doesn't find any orphaned files after this change.

Great idea. I spent a lot of time manually checking that I covered all my bases...and that's much simpler.

Of course, even better is making it simpler to add metadata to a single file w/o needing a new target for it.
