This updates
.eslintrcto use the same setup as inplotly/streambed, and sets up Prettier with an.prettierrcfile. We could also set up a pre-commit hook described here if we want these things to happen on committing code. What are your thoughts on this?edit:
I kind of want to see if the CircleCI update PR #270 has any effect on these .eslintrc changes failing the build.
