Slashing no longer mandates re-nomination

As of https://github.com/paritytech/substrate/pull/12420/files, already live on Kusama, soon Polkadot, if a validator gets slashed, nominators won't need to re-nominate or do anything.

A bit hard to reproduce, but I recall the UI had some banners and warnings to show this. This might be misleading now, and should be removed.

It is obviously applicable to a number of other chains, the apps UI is certainly not Polkadot/Kusama specific.

So it needs some kind of detection for chain capabilities in these cases. Will have to dig through the code that enables this and have to see if there is the ability to not show these as the chain dictates.
