Expose a map of PeerID -> Agent type and version

@bajtos has put forward a request for a mapping between PeerID and Agent type and version, which will help Spark to troubleshoot low-retrieval success rates in the Filecoin network, i.e., when a Storage Provider (SP) presents low retrieval success rate, it would be useful for the team to know what software and client version the SP is running.

The input to the query would be the PeerID and the output would be the agent type and version.

This is data that ProbeLab has (https://probelab.io/filecoin/dht/2025-13/#agents) and can certainly provide, but assuming that this is not a one-off ask, but will be useful to have in the long term, we're currently figuring out what's the best way to do it.

This is a tracking issue for the work.
