This PR updates PowerPC modules with latest changes of Vale core from HACL* upstream.

What happened to the normal endian ppc/ppc64?

There was limited resources so we decided to only support the most widely used architecture of PowerPC family (ppc64le), in fact we barely found the need for big-endian support, plus IBM stopped funding these contributions for open-source projects a while ago.

A lot of platforms and hardware are Big endian. Several Linux and BSDs are only BE (OpenBSD on powerpc is BE, for example). AIX is only BE. It is strange to support only LE for a largely BE architecture.
