[v3.30 eBPF] verifier regression on 5.15 kernels (Ubuntu 22.04)

Ubuntu 5.15 kernels (22.04) (and perhaps other distros) fail to load some of calico 3.30 programs. That would break networking after upgrade to 3.30. As far as we know, the issue will most likely manifest itself only if `bpfLogLevel: Debug`

Newer Ubuntu 22.04 builds come with 6.8 kernel and that works well.
