Is not possible to define the `region` from within Puppet

Describe the Bug

There is no documented way to set the region from withing Puppet.

Expected Behavior

The existence of some way to set the region other than through environment variables - through Hiera would be perfect

Additional Context

When running this module from the Puppet Server in a multi-region account there is no simple way to define where a resource will be deployed.
