As @wholmgren mentioned would happen (#1287 (comment)), the ubuntu-16.04 image we use for the two sets of linux tests has been removed and those test jobs are now failing (example):

##[warning]An image label with the label ubuntu-16.04 does not exist.
,##[error]The remote provider was unable to process the request.

The currently available options are ubuntu-18.04 and ubuntu-20.04, along with ubuntu-latest. I arbitrarily chose 20.04 for this PR as I don't think it should matter much.

Note that #1306 still needs some work and I think it makes sense to just get azure working again in the meantime.

failures are from some PSM3 issue on the API side. good to merge?
