  1. Adds all states (pre-release, archived, yanked, quarantined) to release history cards
  2. Replaces state badges with (more obvious) card header
  3. Adds file count metadata to each release card - this links directly to the file UI for each release
  4. TODO: once the security page is build, we will also surface attestation status here. This can be done in a later PR.

Brings the project tabs into line with the ARIA tab pattern:
- aria-selected="false" on inactive tabs (was removed entirely)
- aria-controls on each tab pointing to its panel id
- Roving tabindex: active tab tabindex="0", inactive tabindex="-1"
- Arrow key navigation (Left/Right/Home/End) with wraparound
- role="presentation" on <li> elements inside role="tablist"
- Security tab stub pre-wired with full ARIA attributes ready to uncomment
