Changing the mistaken deprecation notice for `pytest_cmdline_preparse` and instead communicating that the hook has actually been removed from pytest.

I pushed a couple of tweaks:
- Kept the 7.0.0 changelog, it was correct and refers to the deprecation that occurred then.
- Add a ref to the deprecation note.

Changing the misleading deprecation notice for
pytest_cmdline_preparseand instead communicating that the hook has actually been removed from pytest all together. Given this removal the changelog notice line item will be promoted up to the Breaking Changes section up from the Deprecations section it was previously found.
