Since this is an ABI change (albeit only in the private _PyASTOptimizeState), it needs rebuilding the ABI definition from the Docker image. Let me know if you'd like me to do that for you.

We're releasing the last bugfix release of 3.9 today and this PR's been stale for a while. Sadly it's a wontfix now.
