PEP 3141: fix link for the Haskell numeric prelude

Was - 404 (discovered while working on python/cpython#25552).

Not sure, perhaps it would be better add the web archive link:

The current package version is different.

Thanks for catching this! I'd prefer the web archive link; it'd be better to have the link reflect the NumericPrelude as it existed around the time the PEP was written.

That should be something ~2007.

I see no differences with https://archives.haskell.org/code.haskell.org/numeric-prelude/docs/html/index.html - probably, this link even better.
