I don't understand what that means, and I get an error (permission denied) when I try to check out.

What are submodules for?

Err sorry .. I had the SSH button clicked and didn't even think of it:

Submodules are other repositories (in this case, https://github.com/rpav/scriptlcom) at specific revisions. This lets them be separate for development, but distributed together at properly-matched commits.

Ah, after contemplating the most reliable place to host a tarball, I discovered github can actually do this too:

That tarball doesn't have any identifying info in its unpack directory, e.g. a version or a date or anything. It's just all unpacked in "ScriptL/". Is there any chance of adding a version or something similar to that directory structure?

Done; it will now untar to a directory in the form ScriptL-YYYYMMDDnn. I can add a git tag or similar if this is preferable, but dates seem easier for sorting.
