Spurious R CMD Check note on Windows about 'install.ps1' file

E.g. {lintr} builds are failing with the following NOTE:

> checking top-level files ... NOTE
  Non-standard file/directory found at top level:
    'install.ps1'

And, of course, install.ps1 is not present in the repo.

Until this is fixed in the quarto setup action: quarto-dev/quarto-actions#110 you can use

with:
  install-quarto: false

in the setup-r-dependencies step as a workaround.

I'll also think of possible workarounds for r-lib/actions.

OK, I have a PR for this now: quarto-dev/quarto-actions#111
They might not review it any time soon, though, because of the summer holidays. So let's wait for a day, and if not merged, then we can temporarily use a fork of that action.
