Empty balances are required for zombienet overrides, as it will only override existing keys. The missing properties meant the metadata was incorrect for devnet.
Overrides the balances of the Pop sovereign account on the relay and the dev accounts on Pop, removing the need for using the fund-dev-accounts script.

Removes Rococo-specific configuration in favour of Paseo.
Also uses paseo zombienet config to fund dev/sovereign accounts.
