Since 4.0, AMQP 1.0 has been a core protocol that is always enabled, and rabbitmq_amqp1_0 has existed only as a no-op placeholder so that deployment tooling with the plugin in enabled_plugins wouldn't fail. That backwards-compatibility shim is no longer needed going into 5.0, so this PR removes it.

Installations that still list rabbitmq_amqp1_0 in their enabled plugins file should remove it before upgrading to 5.0, or rabbitmq-plugins will print a WARNING - plugins currently enabled but missing warning. See release-notes/5.0.0.md for the breaking change note.
