I took a stab at this but got stuck and will probably be moving to something else for at least the next few days. My changes are are these branches if anyone has insight or wants to pick it up:

When I go to deploy the contract, I get the following error and haven't figure out where I'm using reference types or if I'm missing some feature flag or setting.

this reads as the ADM actor calls CreateExternal, the init actor calls Exec and the sqlite wasm is invalid, which makes sense and I can verify but haven't yet sorted it out (the text representation of the actor is 500k lines):

This rustc issue is interesting, but I should be using the pinned 1.81.0 toolchain and all the other actors seem to work so it's probably a red herring and the issue is likely in the implementation.

I realized an issue exists in the upstream repo related to this. Adding for context: consensus-shipyard/ipc#1198

ah yeah, I opened a related issue a few weeks ago: consensus-shipyard/ipc#1179. there's a way around it: enable the gc feature. but, no big deal for now as we're de-prioritizing this. I can pick this up at some point.
