How to move float view smoothly?

I found that editing ANIMATION_REFRESH_TIME_MILLIS here from 17 to a lower value makes it a lot smoother. I like it at 10.

My understanding is that 17 was picked because it's more or less equal to 1000ms / 60fps but a change is definitely visible.

In the next update, change the refresh time to 10 ms.
