Moved to data/type.yaml.tmpl, so it avoid step 0 issues on nodes that have no step 1

we need to keep control on what can be paralleled so I don't like putting some classes here.

Please rebase, and address my comment. I think we need to keep control on what can be paralleled (like the cloud class which takes time and can be run in the same time everywhere). |

In order for the puppet-openstack-cloud module to be installable in a puppetmaster less fashion, puppetdb needs to be configured on each nodes.

In order for puppet-openstack-cloud to be installed in a masterless way
every node needs to have their puppetdb conf properly set. This is what
this commit allow.
