Adding test coverage for cluster pubsub behavior with maintenance push notifications.
Covering sharded pubsub and std pubsub.
With the proxy service that is used it is not able to validate that pubsub is fully operational and receives newly published messages - this might be possible to be validated with the e2e tests (the proxy doesn't forward the server's push messages to its connections).
