Assorted bugfixes for 2.8.3

This PR:

• Fixes extractRehydrationInfo to match the internal query state schema changes from Rewrite providedTags handling for better perf #4910
• Tweaks the infinite query state to change the default fields to be boolean instead of false
• Adds tests to verify that infinite query hooks handle skip as well as skipToken, and that getRunningQueryThunk works correctly with multiple stores
