Update build tooling for 5.0

This PR:

• Bumps TS, Vitest, tsup, and ESbuild
• Updates our GH Actions and Netlify docs build to use Node 18
• Updates the TS test matrix to include 5.1-5.3
  • Manually alters some typetest formatting to deal with error locations migrating with the switch from TS 4.x to TS 5.x
• Adds a missing error message
• Switches to the real attw CLI
• Handles the RTK CRA4 example failing with Node 18
