Codegen `ViewerEvent` into JS/Python

We have a new event definition for callbacks as of:

• Unify viewer callbacks into a single Event interface #9739

That PR removed many layers, but a few are still left, and feel like they should be largely unnecessary. We should be able to generate TypeScript and Python types somehow. It's unclear how at the moment.
