v0.9.7.2

This minor release changes the riscv-cheri.pdf output to only include the parts intended for the initial ratification package.

The previous output that includes all the contents for later ratification packages is now generated as riscv-cheri-full.pdf.
This is intended to simplify review of the current document while still having another reference to understand the rationale for current design decisions (such as the need for multiple in-memory formats for RV32).
