A common case during cross-checking is an incorrect link in the submission. It should be on the PR, but it was submitted to deployment (or vice versa). Sometimes it can be useful to leave a short note for the reviewers. Therefore, my suggestion is to allow reviewers to leave a note that will be visible to all reviewers in addition to submitting a link. It could be edited after the cross-check deadline.
Then students would not have to wait for each reviewer to provide the correct link or leave important information right away (for example, that the first response from the server comes within 1-2 minutes, as the server goes to sleep).
