Paper-clip intruder!

Prerequisites

• I have searched for duplicate or closed issues
• I can recreate the issue with all plugins disabled

Describe the issue

A particular message is shown in the table of contents with a paper-clip icon but the message has no attachments.

I am guessing this happens because the message includes an unnecessary, and perhaps even inappropriate, "multipart/mixed".

I am sending the original message as "Alert.eml" and a screenshot.
