Upgrade js-ipfsd-ctl which has been worked on to avoid hangs even better. Updates the conformance/README.md reflecting the removal of rust.sh which is no longer compatible (it gets kill -9 by js-ipfsd-ctl and leaves the ipfs-http running).
Lets see if this passes CI a few times.
