Update BIP324 test vectors

The BIP324 test vectors in the packet_encoding_test_vectors.csv file have been updated in the BIP, see bitcoin/bips#2016. This contents of this file are also present in this repo, so they should be updated:

The previous test vectors were not incorrect, but they didn't cover all the cases that they were intended to.

Opened #162 to somewhat automatically update the test vectors.

An alternative, initial implementation of the test-vector tests could have been to rely on the packet_encoding_test_vectors.csv file in the test. Then, updating the CSV file would have been enough. (but these usually don't change that often anyway)
