- Improve rls console logging
- Add rls panic backtrace stderr/console logging
- Inherit RUST_LOG if set
- Set RUST_LOG=rls=warn if core.debugLSP and not otherwise set
- Don't inherit RUST_SRC_PATH as setting from the configured toolchain is more likely to be correct
