Tokio 1.51.0 not built after 24 hours

Hey, I noticed that Tokio's latest release is still pending after 24 hours. I was wondering if it's possible to bump its priority?

generally yes, the issue here is that our automated workspace-deprio will also override any manual changes I would do to the queue.

We could change the logic so any manual prio-changes, or hardcoded pattern priorities would be kept alive, but that's a code-change.

( I probably can look at that some time the next days, when I'm back healthy again)

( thinking about it, I could perhaps also run the build on the server manually, if the situation doesn't improve soon, for something as high-profile as tokio)

Build capacity is an ongoing issue, but quite a bit of work (with infra) to solve.

Reducing the default targets we build will help, but only after the change can be made, so in a couple of weeks. @Darksonn not sure if tokio has to make changes because of this?

Once I'm back on my feet I'll look into keeping some workspaces / crates like tokio on high priority and override the automated deprio.
