make stops, because no target is indicated and no make file is found

I'm using Ubuntu 12.04.
1. download rust
2. unpack rust
3. run configure
4. run make && make install

expected results: rust would be installed

actual results: rust returns one line only that says "make: **\* No target indicated and no make file found.  Stop."
