Fixes #139064.

We should enable these to avoid misinterpreting uses of the extended
syntax as code blocks. This happens in practice with multi-paragraph
footnotes, as discovered in #139064.

Fixes rust-lang#139064.

We should enable these to avoid misinterpreting uses of the extended
syntax as code blocks. This happens in practice with multi-paragraph
