wasm64-unknown-unknown support

This would be nice to have for wasm programs that need more memory.

It looks like `wasm64-unknown-unknown` is tier 3 so it might be little bit rough getting this to work. I don't know what the status of moving `wasm64-unknown-unknown` to tier 2 is.
